A mass murderer is loose in San Francisco and when he mows down eight people on a city bus, including a cop, Sgt. Jake Martin (Walter Matthau) and his new partner Ins. Leo Larsen (Bruce Dern) have to explore the seedy side of town to try to find the killer before he strikes again.
Also appearing are Louis Gossett Jr. and Anthony Zerbe as other cops, Cathy Lee Crosby as the murdered cop's wife, Joanna Cassidy as a prostitute, and Gregory Sierra as a biker.
